Did A Developer direct ordinance language for Imagine 2040 to Dennis DiSabato?

On Tuesday night, Horry County Council passed an ordinance making Imagine 2040 law. Imagine 2040 is a comprehensive guide to the future of growth and community development in Horry County. The State of South Carolina requires local governments to completely remake the plan every decade and update it every five years.

The plan did not pass without “last minute” language added by Horry County Councilman Dennis DiSabato, however.

From a FOIA’d request of records sent to Horry County, our news team noted how closely Councilman DiSabato’s language mirrored the language submitted to all councilman this past Fall. The memo was handed out by Felix Pitts of G3 Engineering.

According to G3’s website: Mr. Pitts has more than 18 years of site planning, entitlement, and commercial projects experience on resort, residential, and commercial projects. Such projects have involved site planning and master planning, rezonings, annexations, planned use development (PUD) preparation, landscape, hardscape and lighting design, irrigation plan coordination, civil design coordination, project utility coordination, and construction management.

Pitts currently serves as Vice Chairman for the Horry County CTC or C-Fund Committee that approves funding to improve and / or resurface existing municipal, state, and county maintained roadways.

Residents have often noted Mr. Pitts texting during council meetings from the back of the council chambers. Those same residents have also noted County Councilmen checking their cell phones and responding to incoming text messages while those same meetings are in session. These texts do tend to come in while ordinances are being discussed.
