Horry County students go back to class Wednesday, Aug. 19. That makes this the last unbroken weekend of family summer on the Grand Strand — the last Saturday before bus routes, alarm clocks and drop-off lines take the weekday beach trip off the table. This year, the Horry County school start date is among the last in S.C.
It is also, by the standards of the rest of South Carolina, remarkably late. Horry County Schools opens to students later than any of the state’s other 72 districts, according to the S.C. Department of Education’s composite of every district calendar [S.C. Department of Education, 2026]. Aiken County opened July 20, a month before Horry students will. Georgetown County, one county south, started Aug. 3. Berkeley County, the next-latest district in the state, went back Aug. 12 — seven days before Horry.
The Horry County school start date is important for families planning their end-of-summer activities.
The reason is a state law that most of South Carolina no longer lives under, and Horry is one of the few districts still standing on it.
The last weekend before Wednesday
Understanding the Horry County School Start Date
Wednesday is a student date, not a staff one. Horry County teachers reported Aug. 10 and have been in pre-school in-service since, running through Aug. 18 [Horry County Schools, 2026]. For families, the date that matters is Wednesday.
The year that begins Wednesday runs to June 8, 2027 — also the latest closing date in South Carolina. First interim reports go out Sept. 18, and the district issues first report cards by Oct. 29.
The ocean is not cooperating with the calendar. Water at NOAA’s Springmaid Pier gauge in Myrtle Beach read 83.7 degrees early Saturday morning, the warmest it gets all year [NOAA Tides and Currents, 2026]. August 2025 averaged 83.5 degrees at that station — warmer than July. **The best swimming water of the year arrives in the same week Horry County children lose their weekday access to it.**
Wednesday also changes the roads. Passing a stopped school bus is a misdemeanor under state law, and a first offense carries a fine of not less than $500 or up to 30 days in jail, with a second offense running $2,000 to $5,000 or 30 to 60 days [S.C. Code § 56-5-2780]. School-zone speed limits in South Carolina are set locally and posted site by site; the general speed statute contains no statewide school-zone number, so the only reliable instruction is the sign in front of the building.
Why the Horry County school start date is last in South Carolina
State law sets the floor. S.C. Code § 59-1-425 says the opening date for students “must not be before the third Monday in August, except for schools operating on a year-round modified school calendar.” In 2026 the third Monday is Aug. 17. Horry’s Aug. 19 start sits two days past that line — a traditional calendar, fully compliant, no waiver needed.
Nearly every other district took the exception instead. In the Department of Education’s 2026-27 composite, the large majority of district rows carry a “(Modified)” tag, which is what lets them lawfully open in late July and early August while the statutory floor sits in the middle of August. Seventeen districts opened Aug. 3, including Georgetown, Lancaster, Orangeburg and all four York districts. Anderson’s five districts, all seven Spartanburg districts and Richland 1 opened Aug. 6. **Horry County’s row carries no modified tag, which is why Horry is among the few districts in South Carolina actually bound by the date the statute sets.**
This is a policy outcome, not a scandal. The year-round modified calendar is written into the statute itself, requires no permission from anyone, and districts using it are following the law exactly as the General Assembly wrote it. But a start-date floor that most of the state has stepped outside of has stopped functioning as a statewide floor. It functions now as a Horry County scheduling rule.
Lawmakers have looked at it and left it alone. Section 59-1-425 has been amended repeatedly since the third-Monday requirement took effect in the 2007-08 school year — on make-up days in 2015, on virtual instructional days in 2024, on professional-development days in 2025 — but never on the start date itself. H.3317, filed in the 2023-24 session, would have repealed the third-Monday requirement outright and handed opening dates back to local school boards. It never became law [S.C. General Assembly, 2024].
What the drop-off costs
Horry County levies a 1.5% hospitality fee on accommodations, prepared food, beverages and admissions, and reports it by the month the sale occurred — making it the county’s own broad gauge of tourist spending rather than a lodging-only figure.
In fiscal 2025, the most recent complete year, that fee brought in $9,320,950 in July, $6,749,129 in August and $4,824,476 in September [Horry County Monthly Financial Report, 2026]. **September collections run 48.2% below July’s and 28.5% below August’s** — a drop of nearly $4.5 million between peak and the first full month of school. Collections keep falling to a January trough of $2,637,032, 71.7% off the July peak. July, June and August together account for 40.4% of the entire $61.3 million fiscal year, a figure that spans two calendar summers because the county’s books run July to June. September on its own is 7.9%.
The jobs curve tracks the money. Leisure and hospitality employment in the Myrtle Beach–Conway–North Myrtle Beach metro area, not seasonally adjusted, fell from 39,700 in August 2025 to 37,100 in September 2025 — 2,600 jobs in a single month, on estimates retrieved Aug. 15 [U.S. Bureau of Labor Statistics, 2026]. From the June 2025 peak of 41,300 to the January 2026 trough of 32,300, the sector shed 9,000 jobs, or 21.8%. Better than one in five leisure-and-hospitality jobs on the Grand Strand exists only for the season.
None of that means the summer now ending was a weak one. The opposite is true on the only hard 2026 data available: leisure and hospitality employment hit 44,400 in June 2026, up 7.5% over June 2025 and the highest June in the series, above both June 2018 and June 2019. The sector accounted for 26.7% of all metro-area nonfarm jobs that month, on model-based estimates BLS revises at annual benchmarking. No summer 2026 tourism or tax figures have been published — the newest Horry County financial report available covers the month ending Dec. 31, 2025 and carries hospitality data only through October 2025 sales. Anyone describing this summer’s performance in dollars is guessing.
What September actually looks like
Labor Day falls Monday, Sept. 7, with the holiday weekend running Sept. 5-7 — 19 days after the first day of school. For nearly three weeks, Horry County runs full classrooms and peak-shoulder tourism at the same time.
The bridge event is golf. The 42nd Myrtle Beach World Amateur Handicap Championship runs Aug. 31 through Sept. 4, capping its field at the first 3,000 registrants who play 72 holes across roughly 60 area courses. Forbes put a recent edition’s total economic impact at $17.1 million, $11.1 million of it direct, with 94% of players and guests traveling from outside the Myrtle Beach area [Forbes, 2024].
Staffing thins after the holiday for a documented reason. The federal J-1 Summer Work Travel program sets country-by-country closing dates that cluster tightly around Labor Day: Ukraine’s window closes Aug. 25, Romania and Colombia Aug. 30, Jamaica and Kosovo Aug. 31, the United Kingdom and Moldova Sept. 6-7, with the last countries closing Oct. 10 [U.S. Department of State, 2026]. Participants may work no more than four months or the length of their academic break, whichever is shorter. No public count exists of how many J-1 students work the Grand Strand in a season.
The familiar claim that the best beach weather comes after Labor Day does not survive the measurements. September averages a high of 83 degrees against August’s 87, and Springmaid Pier water averaged 78.6 degrees last September against 83.5 in August [NOAA, 2026]. September normals call for 6.7 inches of rain across 11 rainy days, and Sept. 10 is the climatological peak of the Atlantic hurricane season [National Hurricane Center]. **What September actually offers is a still-swimmable ocean with far fewer people in it** — the water does not turn uninviting until October drops it to 71 degrees.
The fall calendar is not empty either. SOS Fall Migration brings shag dancers to Main Street in North Myrtle Beach Sept. 18-27, the 87th Myrtle Beach Bike Week Fall Rally runs Sept. 25 through Oct. 4, the Atalaya Arts and Crafts Festival fills Huntington Beach State Park Sept. 25-27, and North Myrtle Beach debuts NMB Live! on Sept. 26, a free festival that replaces the Irish Italian International Festival after its 21-year run. Late September is not a dead zone. It is a different customer.
What to watch next
Hurricane season peaks Sept. 10, three weeks into the school year, and Horry County Schools is state-approved for up to five eLearning days it holds in reserve for weather and power outages rather than scheduling in advance. That is the nearest test of the calendar the district just started.
The longer test is legislative. Most districts that opened weeks ahead of Horry did so through an exception the General Assembly wrote and has repeatedly declined to revisit. Horry parents and Grand Strand employers who value the extra two weeks — or who would rather trade them for an earlier finish — have until the next session to tell the Horry delegation which side of that they are on, before another start-date bill is filed and dies the way H.3317 did.
