The arts and innovation district in Myrtle Beach houses an NGO immigrant center that received funding from USAID using taxpayer dollars. A sum of $22.6 million in U.S. taxpayer funds was allocated to NGOs in Brazil. These NGOs span from Pindamonhangaba, Brazil, all the way to Orlando, Florida, and eventually to the NGO center in Myrtle Beach.
The nonprofit organization started operations at this site in 2022 due to the flawed border strategies of the Biden Administration.
Estimates are that between 30,000 to 60,000 immigrants now live in the City of Myrtle Beach and surrounding areas. The status of those immigrants is not known.
Understanding the Role of the Immigrant Center in Myrtle Beach

The immigrant center NGO business in Myrtle Beach is licensed under Felipe Shishito’s name by the City. He is identified on X as an INR Ambassador, a term used for a person, usually a senior diplomat, affiliated with the Bureau of Intelligence and Research at the U.S. State Department.
We couldn’t locate a way to contact Shishito. When we went to the center, the employee working there didn’t speak English.

Local leaders and Mayor Brenda Bethune of Myrtle Beach were contacted, but it seems that none of them knew about the immigrant center NGO’s presence just a block away from City Hall in the Arts and Innovation District.
We contacted Jason Greene, the President and CEO of the Myrtle Beach Downtown Alliance, who has been working to find tenants for the former Super Block. However, Mr. Greene has not yet replied to our question about whether he tried to attract the NGO to the Arts and Innovation District.
Yesterday, MyrtleBeachSC News was notified by HHS that a new Self-Deport CBP App was launched.
HHS MESSAGE TO MYRTLE BEACH IMMIGRANTS Release Date: March 10, 2025
GET OUT WHILE YOU STILL CAN!!!
WASHINGTON – Today, Secretary of Homeland Security Kristi Noem announced that the Department of Homeland Security (DHS) is launching the CBP Home app with a self-deportation reporting feature for aliens illegally in the country. Aliens should use the CBP Home mobile phone application to submit their intent to depart as indicated below.

Self-deportation is the safest option for illegal aliens, while preserving law enforcement resources. Not only is it safer, but it also saves U.S. taxpayer dollars and valuable Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE) resources to focus on dangerous criminal aliens.
This self-deportation functionality is part of a larger $200 million domestic and international ad campaign encouraging illegal aliens to “Stay Out and Leave Now.”
All CBP One applications will automatically update to the CBP Home app. The new app is also available free across mobile application stores.
A Statement from Secretary Kristi Noem:
“The Biden Administration exploited the CBP One app to allow more than 1 million aliens to illegally enter the United States. With the launching of the CBP Home app, we are restoring integrity to our immigration system.
“The CBP Home app gives aliens the option to leave now and self-deport, so they may still have the opportunity to return legally in the future and live the American dream. If they don’t, we will find them, we will deport them, and they will never return.”
We also copied Congressman Russell Fry and Senator Lindsey Graham making them aware of the Myrtle Beach Immigrant Center.
