Interoffice Freak Off like sex partnerships have been uncovered by an HCPD investigation that has lead to multiple resignations, including the abrupt retirement of Horry County Administrator Randy Webster. Webster had oversight of the department as these Interoffice Feak Off like partnerships occurred.

According to Thomas Bell, a spokesman for Horry County Government, the officers have been recognized as Sergeant Torry Lewis, Detective Don Kobithen, Investigator Kelsey Manemeit, and Lieutenant Misty Gore.

Understanding the Interoffice Freak Off Dynamics

The HCPD Office of Professional Standards received notification regarding a relationship between Officer Kelsey Manemeit and Seargent Torry Lewis, as stated in the Internal Investigation Report Cover Sheet from October 27 of this year.

This relationship was advised to be causing an unharmonious working environment due to Officer Manemeit being currently married to another HCPD officer,” the allegations section of the report reads.

“During the investigation, it was alleged that Kelsey Manemeit has also been involved with HCPD officer Donald Kobithen and that Torry Lewis had been involved with HCPD officer Misty Gore,” the section concluded.

According to ABC WPDE News, Manemeit and Lewis were engaged in a sexual relationship during the time she was still married to a serving HCPD officer and Special Ops member.

The Summary of Findings also indicates that Lewis had a sexual relationship with Lt. Gore, a member of the Spec Ops, and with Mikayla Moskov, the Public Information Officer for Horry County, both of whom are currently married.

The document wraps up by indicating that Manemeit had a sexual relationship with Detective Kobithen, who was part of the HCPD Special Operations team.

Horry County chose to put  Horry County Attorney David Jordan to serve as Interim Assistant County Administrator, replacing Randy Webster, for the Public Safety Division.
