Horry County Attorney Arrigo Carotti notified members of Horry County Council that he will be leaving office this June 2023 in pursuit of new opportunities.

Arrigo Carotti is the current Horry County Attorney, responsible for providing legal advice and representation to the county government. The Horry County Attorney plays a critical role in advising elected officials, department heads, and county staff on a wide range of legal matters affecting the county.   

One of job’s primary responsibilities is to ensure that all county operations comply with state and federal laws. This includes reviewing contracts, ordinances, and policies to ensure that they are legally sound. In addition, he provides guidance on matters related to public safety, land use planning, zoning regulations, and civil litigation. Carotti also represents the county in legal proceedings and negotiations with other entities.   

He works closely with other attorneys representing Horry County agencies and departments to ensure that their actions are consistent with county policies. Overall, Carotti’s role as Horry County Attorney is an essential one. He provides critical legal support to help guide the county government in making informed decisions while ensuring that it operates within the bounds of state and federal law. Arrigo Carotti has been serving as the Horry County Attorney for the last decade.   

During his tenure, he has been involved in several important cases and legal issues that have had a significant impact on the county. One of the most notable cases he handled was the lawsuit filed by Horry County against opioid manufacturers and distributors. The lawsuit sought to hold these companies accountable for their role in the opioid epidemic that has ravaged communities across the country.  

Carotti also played a key role in resolving several disputes between Horry County and its municipalities over issues such as annexation and revenue sharing. His expertise in municipal law helped to ensure that these disputes were resolved fairly and efficiently. Another significant legal issue that Carotti has tackled is zoning regulations. He has worked closely with county officials to update and revise existing zoning laws to reflect changing community needs and growth patterns.
